NSA Launches Major Overhaul Focusing on AI and China Amid Internal Unease

The National Security Agency is embarking on its most extensive reorganization in at least a decade, establishing five new mission centers focused on artificial intelligence, China, and cyber operations, according to reports.

The sweeping initiative, first reported by The Washington Post, is being spearheaded by Army Gen. Joshua Rudd, who took command of both the NSA and U.S. Cyber Command in March. The aggressive transition plan is slated to begin in mid-October, with the goal of reaching full operational capability by mid-January 2027.

Five Dedicated Mission Centers

Under Rudd’s framework, the NSA will establish five distinct operational centers dedicated to artificial intelligence, China, cybersecurity, combat and support, and global intelligence. Each unit will be led by a newly appointed mission director.

These leadership positions are expected to carry authority comparable to that of a deputy director. However, Rudd’s notification to senior leadership that directors may be hired from outside the agency has fueled anxiety and friction among career personnel at the Fort Meade, Maryland, headquarters.

Former agency officials said the NSA has even begun reaching out to former personnel, urging retired officials to return to help manage the transition. It remains unclear whether Rudd intends to reshape the entire agency around these five centers or integrate them alongside existing departmental divisions.

Concerns Over a Rushed Timeline

The compressed rollout schedule has raised significant concern among intelligence veterans. Structural overhauls at the NSA—the largest and most well-funded component of the U.S. intelligence community, employing over 30,000 military and civilian personnel—are historically fraught and slow-moving.

A previous reorganization launched in 2016 by former director Mike Rogers, which sought to divide the agency into six directorates over two years, has still not been fully completed. One former official noted that Rudd admitted leaders are still working out how to execute the plan and are prepared to make “reversible” decisions on the fly to prevent catastrophic errors.

Rudd, whose military background centers largely on special operations rather than intelligence tradecraft, has placed artificial intelligence at the forefront of his agenda. The agency recently launched an internal desktop AI application dubbed “Ask Mary,” reportedly named after the official leading the agency’s AI integration team.

Reassembling Elite Hacking Teams

As part of the structural pivot, Rudd is also reconstituting the NSA’s elite hacking unit, the Office of Tailored Access Operations (TAO). The secretive cyber-warfare and digital penetration unit, originally founded in 1997, had been broken up and dispersed across multiple branches during the 2016 restructuring.

Under the new architecture, the specialized hacking outfit will fall under the remit of the Global Intelligence Mission Center and is slated to receive expanded funding beginning in the new fiscal year.
