Former Chinese Official Jailed 13 Years for Corruption, Sexual Misconduct

A former regional governor in southwestern China has been sentenced to 13 years in prison following a sprawling anti-corruption probe that exposed roughly $8.2 million in illicit kickbacks and systematic sexual misconduct involving dozens of male subordinates.

Zhong Yang, the former head of the Qiannan Buyei and Miao Autonomous Prefecture in Guizhou province, was also ordered to pay a fine of 1 million yuan (about $138,000), according to state disciplinary notices and court records.

Bribery and Abuse of Authority

Judicial authorities found that Zhong leveraged her government position to steer infrastructure contracts, approve commercial land transfers, and expedite municipal fund disbursements in exchange for 58.96 million yuan ($8.15 million) in bribes. All illegal gains have been ordered confiscated by the state.

Zhong was stripped of her public office and expelled from the ruling Communist Party of China (CPC) ahead of her trial, formally concluding a career that once established her as one of Guizhou’s most visible female executives.

Pattern of Coercion and Misconduct

Beyond financial graft, disciplinary findings and media reports revealed pervasive abuses of institutional power involving junior personnel. According to accounts cited by the South China Morning Post, Zhong pressured as many as 58 male subordinates into transactional sexual relationships, utilizing promotions and administrative influence as leverage.

Disciplinary inspectors noted that Zhong developed a retaliatory mindset toward authority after allegedly facing coercive workplace demands from superiors earlier in her career. Once elevated to top leadership, investigators reported, she perpetuated similar abusive dynamics against lower-ranking staff who feared retaliation if they refused her advances.

The Guizhou Provincial Commission for Discipline Inspection concluded that Zhong severely breached political, ethical, and integrity standards by turning public authority into a tool for personal gratification. She is currently serving her sentence in a regional correctional facility.
